Discussion: Should entrepreneur immigrants be given priority?

Hello Ken,
I'm currently preparing a response to the Department of Immigration and Citizenship (DIAC) calls for response to its discussion paper, Review of Business Skills Visa Program. (I'm also a registered migration agent, another of the many things my small business does well.)
I suggest that the DIAC does not change the program. I'll send you a copy of my response as it gets closer to a final product. The basic arguments I make (with support) are:
the current program encourages entrepreneurs,
other visa programs do not target entrepreneurs
encouraging entrepreneurs is good for the country
entrepreneur families are 2.5 times more likely than wage earner families to produce an entrepreneur offspring
the 'received model' of entrepreneurship (internalised by government departments) is that entrepreneur = Bill Gates, Mark Zuckerberg, etc and is fundamentally wrong. Those occur at a rate of one in tens of millions
Government does not understand what it is to be an entrepreneur
Government activities stifle entrepreneurship
The best thing for government to do is take a long term view of population change, encourage the migration of entrepreneurs and small business owners
let them get on with business and the result will be that their kids become entrepreneurs
